There's not one in the App Store right now, and I doubt there will be one soon, unless Apple makes it.

nope, and with the current SDK it's up to Apple to add this feature, not developers.

Right now the only way to get video recording software is to jailbreak. If you go that route there is a great free video recording app...Cycorder. But if jailbreaking isn't an option for you then you are out of luck until Apple changes things.
