Edit:

I have many saved videos from snapchat and skype on iOS (mp4 and mov) as well as videos shot with the camera app. They save and play fine using Photos on iOS. But they will not import back onto my iPhone from my Mac.

I wanted to manually move my photos and videos using image capture, then import them back to my iPhone later on after I had made a reset.

What I did:

Import all my media to my mac using image capture.

Reset my phone and delete all contents.

Import all my media to Photos on MacOS.

Open iTunes and sync photos, including videos, from Photos. I also tried from a folder.

None of my videos were synced/imported. I have tried everything.

Side note: None of my synced photos can be deleted in Photos on my iPhone.

I don't know why it happened. But maybe you could try some third-party file transfer software. Most of them are easier than iTunes, and have fewer problems.
