Virtual desktop order changes by itself?

On my 13" macbook pro, I like having three virtual desktops open with the first being my main work area, the second having Skype open, and the 3rd having Outlook open. For whatever reason, the 2nd and 3rd virtual desktops swap and I have to manually change them switch them back.

Is this a known bug or am I possibly triggering the swap via user error?

Is it like cmd-tab between apps, the order varies depending on last used?

Go to System Preferences>Mission Control and change the top check box to get the old behavior.
