If you run a piece of software on a virtual machine (Mojave in this case),
how much of a performance hit would you say you experience vs running it on the native OS?

Which virtual machine program minimizes that performance hit the best? VM ware, Parallels or another program?

Performance can't really be generalized– it's very application dependent. For instance, there's no graphics acceleration when virtualizing macOS so anything that relies on that will work very poorly.
