Can I run a 32 bit OS (mac os) on Sonoma and have access to 64 bit drivers? Or run 32 bit drivers within the virtualisation to connect to old (avid/digidesign) cards?

You won't be able to virtualize anything older than Monterey in Apple Silicon. You might be able to get one of the older macOS versions to run emulated in UTM, but performance will be poor. You won't be able to access expansion cards in either a virtualized or emulated OS on Apple Silicon Macs.
Edit: you didn't say what sort of Mac you're using, but either way, you won't be able to use those cards through virtualization.

I am running a 4.1 Mac Pro that has a 5.1 flash on the backplane.

I can better build a dedicated machine for digidesign HD cards from what I understand. Thank you. I will hunt down another old machine.

You could just set up a boot disk in your existing Mac Pro that runs an old macOS version compatible with that hardware.

Yes. But all pci-e slots will be filled when I think about it. Two machines seem the way to go.
But yes. I could keep boot disks handy... Thank you.

I can buy three digidesign HD accel cards for around 250 euro. So it makes sense to get a dedicated machine for it.
