Is there a way to configure DHCP to give IP addresses for various VLAN's? I have 1 (untagged) as primary, 2 for my Samsung TV's (to isolate them from my Sonos network so the Sonos speakers don't show up as input options on the TV), 3 for guest, and 4 for an AT&T MicroCell. I would like to have the macOS Server perform this instead of my router so I can have more central control of my network.

That will depend on your router configuration options. I don't know how specifically but you should Goggle "DHCP relay" and 'DHCP helper-address' in the case of Cisco router. You will need to set this up to have DHCP requests passed from your VLANs to your Mac server and back.

So long as your macOS Server has an interface (or vlan interface) on each of the networks within the DHCP Server settings within Server.app you can set different IP ranges for each interface.
