If you have space, you can store things in iCloud Drive and have VLC access that, rather than downloaded into VLC. As long as the other Apps have access to iClouf Drive then you can use them on those apps too.
Files added to VLC (3.4.7 on iOS 16.6) with iTunes 12.9.5.5 (probably Finder too) show up in the Files app’s VLC folder and are accessible to other apps.
Find files on your iPhone or iPad in the Files app https://support.apple.com/HT206481
"In the On My [Device] folder, you can find files stored locally on the device you’re using."
Use the Finder to share files between your Mac and your iPhone, iPad, iPod touch https://support.apple.com/HT210598
"Copy from your Mac to your device
Select the files that you want to copy. Select only files that work with the app. Check the app’s user guide to see which ones work.
Drag the files to the app on your device. The Finder copies the files to your device."

icloud drive is 5GB , no space. so can access icloud drive on 'files' ?so the files are currently inaccessible except to VLC app? l thought files are on the phone and can be accessed by other media players like android? as can see l went into Files and do see VLC folder, with 1 item in it, but when go into it, theres nothing. confusing! why empty when my VLC player has plenty of media
^^this. And depending on how this was done, the files might be in VLC's app sandbox. If so, probably can select a media file in VLC and use the Share Sheet to send it to a different app.
(haven't used VLC in ages but do see remnants of their sandbox in my iPad backup)
