VLC not using GPU to convert.

I have the hardware encoding setting on and I am using mp4 to convert an existing video but when I do it it is using CPU only and no GPU. It converts fine but just doesn't use the GPU. How do I get this to work?

I'm on a M1 Pro 10 Core CPU 16Core GPU 32gb ram.

Well supposedly it does. Its a very common app so I am hoping someone has worked it out
