If you mean Siri, yes, in Settings. I don't know other feature called Voice Control.

I see. For me the behaviour when I long press on the home button is launching Siri. I disabled it and tried and now I remember what Voice Control is. Haven't used it in a very long time. Sorry can't help on the request.

If you hold (press) home button than shows voice control. I don't use Siri and I is disabled.
I believe you can disable it from the lock screen but that's about it. You might want to check the restrictions section of settings to see if there might be anything there in relation to it all.

It seems to disable voice control you need to ENABLE siri, which is a huge drain on my battery. Any workarounds? Voice control is beeping nearly every time I try to unlock my phone.

Are you holding down the home button for some reason when unlocking?

unfortunately the only way to actually achieve what you want is to have siri ON and then in siri settings, disable "allow access on lock screen".

now neither siri nor voice control will turn on when you hold down the home button on the lock screen
(obviously siri will activate if you hold down home button once you're already in your phone but why would you do that, right?)

Why? Because, IMO, everything what is running in the background drain battery.

As others have already mentioned, Siri won't be doing anything in the background. You can turn off "hey Siri" (in Siri settings) and Siri suggestions (in spotlight search) if it still worries you. Otherwise, it's just like any other app that won't doing anything until you activate it.

Silly paranoia about Siri draining the battery aside, this is not the case.

Disable Siri on the lock screen (why would ANYONE with a brain want that enabled anyway?), but allow Siri otherwise. Now, press and hold the home button from the lock screen. If TouchID is enabled, the phone will wake, the phone will unlock, and Siri will activate.

I did it in my phone (6s, like the OP) before making the suggestion and it works. With those settings, holding down home button on lock screen and not letting go just locks the screen again (as it thinks you didn't do anything). If you don't let go of the home button, it won't trigger touch id

Really? Plenty of people use Siri while the phone is locked to make calls, read and send messages, check their calendar, create reminders, etc., etc., etc.
