If you hold (press) home button than shows voice control. I don't use Siri and I is disabled.
I believe you can disable it from the lock screen but that's about it. You might want to check the restrictions section of settings to see if there might be anything there in relation to it all.
unfortunately the only way to actually achieve what you want is to have siri ON and then in siri settings, disable "allow access on lock screen".

Something like that isn't running until you use it and should really only run while you are using it.
I believe Siri doesn't run in the background unless you call upon her. If it does something is wrong.
As others have already mentioned, Siri won't be doing anything in the background. You can turn off "hey Siri" (in Siri settings) and Siri suggestions (in spotlight search) if it still worries you. Otherwise, it's just like any other app that won't doing anything until you activate it.
Silly paranoia about Siri draining the battery aside, this is not the case.
Disable Siri on the lock screen (why would ANYONE with a brain want that enabled anyway?), but allow Siri otherwise. Now, press and hold the home button from the lock screen. If TouchID is enabled, the phone will wake, the phone will unlock, and Siri will activate.
I did it in my phone (6s, like the OP) before making the suggestion and it works. With those settings, holding down home button on lock screen and not letting go just locks the screen again (as it thinks you didn't do anything). If you don't let go of the home button, it won't trigger touch id
Really? Plenty of people use Siri while the phone is locked to make calls, read and send messages, check their calendar, create reminders, etc., etc., etc.
