Voice Memo transcription outside of the US?

I just installed iOS 18 Developer Beta 2. I noticed that I cannot get the voice transcription feature inside voice memos / Notes to work. Is this feature gated to the US, like Apple Intelligence features? If so, how is location determined? My Apple ID is a US account

According to the Apple website your device language just has to be set to English. It doesn't seem to be a region thing but I'm not sure.

I’d start with any English variant. If that doesn’t work, I’d switch to English-US. That will also be needed for Apple Intelligence.
