iPod Voice over in new Shuffle and Windows Vista

I've just bought a new 4G iPod black shuffle. When i connect the shuffle into my windows vista machine, then run the iTunes 8.1, I checked on the "voice over" feature, it unchecked on the voiceover check box automaticaly after i hit apply. My macbook works Ok with this feature when i connect my new shuffle into it.

Anyone gets the same issue? Please help. Thanks,
