The thick of it
I was curious as to what the differences were with the just announced Apple Music Voice Plan. It wasn't fully described in the keynote and I couldn't understand why Apple would offer the same service at half the price. But on their website, they just posted the differences between the plans. Here are the features Voice Plan does NOT have, that all the other plans include:

I was upset that the presentation did not mention when the tier of music voice would be available. I tried to sign on to Apple Music voice plan today after canceling my $9.99 per month plan. I wanted to save money and I didn't see any reason not to use the new plan. Siri did not recognize that command to try out the new tier and I didn't see anything in the app that would indicate that I could sign up for it yet. My current plan will expire and I have no idea when the new plan will be available. A definite oversight in the presentation of this great new plan.

I too was surprised at that oversight. Normally they'd say something like, "Coming later this fall." But by not saying anything, they made it seem like it was available today. I'm not sure why there's a delay, unless there's still some work to do on the backend.

The new Plan is good value for money but, Siri is so dumb sometimes it's a pain to get anything playing through voice commands, " Em, there seems to be a problem with Apple Music " is just one example.

I'm really unclear how it's going to work, and Apple is fairly opaque about it right now. I know you can't download anything and there's no access to lyrics, which is a pretty major difference. But beyond that, I'm not sure how they're going to implement it.
