I use both Swedish and English keyboard language and sometimes when I dictated a iMessage in English to a English friend of mine (using English keyboard) Siri starts mixed both English and Swedish. In iOS 12 it was dictating in the language that the keyboard is set.

Does anyone know wtf is going on? This started to happen when I switched to iOS 13. It worked fine in 12.

I have the same problems too: 3 languages all mixed up. Quite annoying!
If I dictate one part and then stop so I can correct some text in case of need
and then the second dictation and my time is up and I get gibberish . Sometime it lets you correct and in the correction part there is your language of choice , sometime is the opposite.
What a mess!

I found a solution by chance: so far is working.
If you keep pressed the microphone to dictate, it will show you several languages, just set it with the one you are going to use and the mix will not happen, at least since one day I'm trying
Hope it is the solution!

Yes, this is the way im using right now. but its kinda annoying vs iOS 12 were i just needed to tap on the microphone button and the phone did the rest.

I agree it's annoying because before you only needed to select the language in the World icon and now you need both and DEFINITELY Siri understood which language

I have the same problem. I am currently using IOS 13.3.1 and this has been my issue since I first upgraded to IOS 13. This unlucky 13 is not getting better. I was so much happy with IOS 12.4.1. Why I upgraded I have no idea. Now regreting.
