VoiceOver reads notifications, but VoiceOver is off

On one of my kids’s Macs VoiceOver reads notifications, really loudly, too, even though VoiceOver is off. How can I turn that off?

Have you tried to turn on VoiceOver, then turn it off again?

If you haven’t already, you could try to disable and re-enable notifications.
Or try VoiceOver Utility – Speech – Mute speech.
