has anyone experienced strange sounding effect on the other callers voice on a regular call?

Someone called me the other day, and for the first 5 seconds or so, their voice was time stretched, and then it went super fast, as if to catch up to real time.
This happened to me 2 more times after that.
I’ve never had this before iOS 13.
could it be AT&T being funky?
 
Yes, I've had this on the Three network here in the UK. My thoughts is it could be something to do with VoLTE.
 
Same thing has happened to me twice in the past few days - once while running 13.1.3, and once again after updating to 13.2. WiFi Calling was enabled both times.

EDIT: I'm using an iPhone XS on T-Mobile USA.
