Hi,
Does anyone know of any good VoIP apps (like Viber and TextFree) that allow free calling to other users without the need to be "online"? Any tips would be great.

What do you exactly mean with 'not being online' ?
 
Check out "Tango". I use it occasionally with my other contacts that ran out of minutes lol.
 
I mean apps that you need to be online for calls to go through (like Skype).

I looked at tango,but isn't that for video chat ?
 
No, I mean it uses push notifications whereas Skype the user needs to leave Skype running otherwise it changes your status to offline.
 
I don't understand why you want another VoIP application when you are already using the best one i-e Viber. This is one of the best VoIP application I have used so far. And if I were you, I wouldn't be looking for any other because personally, I don't think any other VoIP application is as perfect as Viber.

I want to develop a live video chatting application for iPhone, i tried to find in alots of web sites but not able to get much help on this.

Please can you help me in this,

# how can i start development for the Video chat application for iphone,
# Is there any API available (Paid or Free)
# Any document or guideline

It will be very helpful for me if yo can share any knowledge with me on this.
