Volume Goes To 0 After Restart

I've noticed that the volume on my late 2012 Mini goes down to nothing after I restart it so I have to go back into System Preferences and adjust it. This is my first Mac Mini, should it be like this? I'm using external speakers.

Following up on this, I think I found the answer to my question. My Apple TV is in the same room as my computer. I just found that the remote for that can be used to turn the volume up and down on the computer. So restarting it might not be doing it. Seems like it's when I use the remote for the Apple TV, it's also controlling the Mac Mini's volume.

You can disable IR remote on the Mini if you don't need it there. Or you can "pair" it to a certain remote, so others remotes won't be responded to.
