I thought they removed the annoying blocking view in iOS11, but even in the very latest Beta it's still present in everything except apps like Music, Snapchat and Youtube. Is this the same for everybody else?

With iOS 11, it was never intended to remove the blurred volume bars. When apps make their own UI for the volume bars, it disappears.
 
All of the inital iOS11 material says otherwise indicated it was universal. Which is why it's so confusing as to why it's still there smack bang in the middle of all your content.

Well they got their hopes up, like when people thought dark mode was coming for OS X but really they just darkened the menu bar and dock; or when people thought local files in iOS Files’ app via On My iPhone was gonna work like a basic macOS Finder, but it’s just for cloud services, not true “local file management” if you catch my drift.

That small volume bar was only for the new media player in Safari.
