I'm setting up VPN to my work so I can RDP into some servers.

It works fine only when I have the Send All Traffic option turned on.

What exactly does that option do?

Like it says it sends all traffic through the VPN, into your work's network and possibly through its internet connection.

When the option is off the iPad will only send traffic it believes is relevant through the VPN using your local network and internet connection for the rest. For certain tasks its looking at the wrong network and the request just times out.
 
It sounds like your VPN connection prohibits "Split Tunneling." This is a security feature that is designed to ensure the VPN client host isn't being manipulated from somewhere else on the internet while it is connected to the protected network.

If this indeed is the problem, it is something that is set on the firewall (I assume we're talking about a Cisco ASA or PIX VPN connection right?)
