I am hoping you guys can help, b/c I am lost.

I can not get my vpn to connect from my cell phone off the network.

I have a verizon fios mi424wr router/modem that I do not use as a router. I use a 3tb airport time capsule with an airport express extender in the house.

I have set up a dyns address to locate me on the internet and set that up in my airport utility and os x server. I have also assigned an ip from the airport to my server to keep in constant.

What I am missing?

Looks like you are trying to connect to your VPN remotely, have you done the necessary port forwarding on the time capsule?

Setup port forwarding

If your future server is behind a router, you’ll most likely need to setup port forwarding for the following ports:

UDP 500 for ISAKMP/IKE
UDP 1701 for L2TP
UDP 4500 for IPsec NAT Traversal
Optional: TCP 1723 for PPTP
Apple has more information on common ports used.

Your dyns may be not supported in airport utility. You may need to run an IP updater on your server to keep your dyns updated.

Try to connect your VPN by the actual IP rather than dyns. If that works, then dyns is the problem.

If you can't connect your VPN by the actual IP, please check if the port forward is done correctly.

Furthermore, try both L2TP and PPTP. May be one of them is actually working.

What VPN server software are you running?
