W3690 Overclocking in Windows 10

I just bought a W3690 to replace my W3565. How can i overclock the W3690 in Windows 10? id like to get to 4.0 GHz if thats possible with the Mac Pro 5,1 cooler

The easiest way should be do that on a PC with a motherboard which support OC.

I think unless you can write the 5,1 firmware by yourself. The chance of getting OC on the 5,1 should be virtually zero at this moment. I don't know any software OC can actually work on the 5,1.

There is no bios on mac pros so my understanding is this is impossible.
