A lot of my iCloud drive folders seem to be stuck on "Waiting to Upload", despite already having been uploaded as I can seemingly access them from my iPad. Had this since installing Big Sur on release day.

Same issue for me. All the files are uploaded, but I get that error. To fix it, I just move the troubled folder to a folder that doesn't sync to the cloud then move it back to the original location. This forces everything to re-upload. It works okay if the folder doesn't have much in it, but if there's a lot, it could take a bit of time to sync.

I wanted to add that this happens when I delete a file. Tonight I duplicated a Numbers file to try something out and didn't want to work on the original, and as soon as I deleted the duplicate, that message appeared on the parent folder. Emptying the trash and rebooting didn't fix it. The only thing that does is to move it out of the cloud and back in.
