No, the watch counts your steps, tracks your heart rate, lets you play music over Bluetooth and several other things (like the time...).
What the watch cannot do without a phone is 1) GPS, 2) anything where it needs a data connection, 3) anything related to phone calls and text messages.

And I believe on that list you can add open 3rd party apps. My understanding of it is the apps data will be stored on the iPhone.
The current SDK only allows 3rd party apps to access the watch through "glances" (notifications), but there are a few third party apps with exceptions. The reason is not that the watch cannot store apps on the watch, but that Apple wants to tightly control how much access developers have to the watch in the beginning.
Apple has said third party apps running natively on the watch are going to come later, possibly June with WWDC? So, while third party apps don't work without a phone now, thats not going to be true for long.

Actually, third party apps can do more than glances and notifications currently, but most of the app logic runs on the phone - the watch just acts like a second screen. So you can have fairly full-featured third party apps right now, but you have to be connected to the phone.
