Walkthrough to install OS 4.0 iphone 3gs?

Hi, i just found out that my brother has had an iphone dev account and i want to register my UDID to use iphone OS 4.0 but have NO idea how. can someone give me a step by step tutorial to doing it(including registering my UDID, i already have it, just dont know how to register it)?
