Wallet doesnt allow me to add a credit card

I opened an Apple account with an American credit card and in the US and I set up the iphone as new. Then it allowed me to add a credit card on Wallet to use on Apple pay. Later I recovered my phone with an old apple account set up outside the US but also with an American credit card. Now wallet doesnt let me add that same credit card. How can I do to be able to add a card on Wallet?

make sure the phone's region is set to a country that supports apple pay
