iPhone Wallpaper switching to default when I open folders

Hi, so I have this glitch where when I open a folder the wallpaper switches back to the default IOS set wallpaper other than the themes wallpaper or the one I choose to set. Any ideas how to fix this.

IOS6.1.2 using Shiro theme
 
In winterboard try dragging user background and user lock above your theme with the little sliders on the right side
