Want Impressionism Filter, but No Photoshop

I want to use an impressionism filter on some photos I took, but I don't have Photoshop. Is there another program I can use or one that has or will allow photoshop filters to be used?

The free GIMP comes with a variety adjustable effects including GIMPressionist.

Krita also comes bundled with various impressionism filters via the G'MIC filter collection. Also free.
