Watchos4 - Apple Pay - add credit card greyed out

Hi,

I restored my Apple Watch (and iPhone) and when I add a credit card, "add credit or debit card" is greyed out.

Is this normal?

Usually when restoring it will ask to setup the cards as part of the process unless there is a bug in wOS 4. Do you have wrist detection on and a passcode set?

Passcode and wrist detection set to on.

Possibly a bug?

tried unpairing, repairing

add card still greyed out!
