I've got an iphone 5 and have been successful in blocking ios 9 from downloading on my phone by putting in some banned http address in my parental controls.

But unfortunately now ios 10 has managed to download itself on to my phone. Does anyone know of a way to stop this from downloading????

Out of curiosity, do you have the following blocked in restrictions (using the adult content blocking):
  • mesu.apple.com
  • appldnld.apple.com
For a more sure way of going about it, it seems that the following should do the trick: https://writekay.github.io/Disable-OTA/

Yep those were the websites I had blocked. It stopped ios9 from downloading but it seems ios10 somehow got past it.

What is a tvos beta configuration profile and why would I install that on my iPhone???

iPhone checks whether an update is available through a special XML document at mesu.apple.com. This configuration profile redirects the check to only look for beta updates available for the Apple TV. Since your iPhone is not an Apple TV, the redirected catalog check will make your device “believe” iOS is up-to-date.
