Sometimes I don't like the website app better than the website itself.
I remember using Not-So-Smart in iOS 6 to get rid of them, but I'm pretty sure it no longer works in iOS 9 now. Flex 2 might be able to get rid of them. But I don't know of any tweak that gets rid of those smart banners (the official name for them)
