Which of iUI or Dashcode would be better for making a web app? assuming that little knowledge of JS would be required... My guess is Dashcode... what are the comments from experts?

It depends on the complexity of the web application you want to create. If for instance you want to make an ecommerce site or a forum then they may not be enough and you would require the use of proper programming language such as Java, Ruby or *retch* PHP.
 
I agree with Cromulent. It is difficult to provide a solid answer until we know what you are trying to do.

That said, Dashcode is good for creating widgets you'd place in your Dashboard (i.e. not good for creating web applications).

iUI is a library that provides a framework to built an app with, it doesn't provide any dev. tools.

So you are going to need a database and a load of server-side code before you even start worrying about which tool you'll develop the UI in...
 
Server side has been done by some third party. I just to work on the client web app.
