I was wondering if anyone knows of any web based training software, in which students are able to login and then download resources. once done they are able to take a test. doesnt matter if its free or at a cost

Lynda.com has some great videos and has pretty much every program you want to know. I'm pretty sure they dont have any kind of test though
 
I think jdl8422 misunderstood your question, you are looking to create a site fitting these criteria yourself, right? I'm actually looking at creating a similar thing myself, using the open-source CMS 'Moodle.' The basic setup looks quite primitive but all of the features are there and some of the themes available are really nice.

There are other educational CMSs and I have tried loads of them but in my opinion Moodle is the best. (Use google for some others) What I would recommend though is that you download it onto your local machine (using MAMP or similar) and try it out.

Hope this helps, there are also loads of plugins for moodle where you can add more features than the standard install.
 
This would be found by individual subjects. Plenty of them exist in every discipline. You can google them according to what you need.
