The costs of hiring someone to "do webdesign" ranges, based rougly on the talents of the designer (as with most things in life). I hope you're aware that 'web design' involves much more than manipulating tools like Flash or Dreamweaver. If you're building entire sites with tools such as these (i.e. putting together a design, possibly coding it using basic web contructs like HTML and some Flash) then you'll probably want to charge quite a bit less than $50/hr, unless your work in these areas is exceptional, probably because of your artistic talent.

If you're doing heavy coding, templating work, graphics and otherwise then your rates should start at $50 and go steeply upward based on the quality of your portfolio.
