Weird behaviour of folders going away when opened and keyboard removed after one second when tapping address by in Safari

I’ve had this weird issue ever since iOS 16 on my 14 pro Max. When I tap on a folder or go into a contextual menu inside an app or even tap on the address bar in Safari, whatever comes into view will go away in a second or less. For example, if I tap on a folder in my home screen, it will go away not long after I
it appears. I’ve talked to Apple about this many times and have gone through pretty much all the obvious troubleshooting steps, but to no avail. Has anyone else experienced this, and if so, what would be the best way to stop this?
