Not really sure how to describe this but here goes. I have noticed when scrolling through a webpage in safari, if you scroll and let the page go so it keeps scrolling, then use your thumb or finger to stop the scroll, if you happen to land on a link it will always pop up with the context menu that would otherwise have been activated with 3D Touch. This happens in both the iPhone but also on my iPad. This has happened in every beta so far and it’s really annoying to have the link preview etc pop up all the time when scrolling a page with lots of links.

does that make sense to anyone else?!

Happened to me allllllll the time when testing iOS 13. Incidentally I’m back to iOS 12. Apple never addressed my bug reports and I got to a point where I was so fed up I just went back.
 
Think this might be the solution. Go over a link on a page and press and hold till the menu contains the following menu pops up:-

Open in new tab
Download linked file
Add to reading list
Copy
Share
Hide Link Previews

Go down the menu as you may not see the bottom options.

Click on Hide link previews.
 
No that doesn’t help it doesn’t stop the pop up when you pause on a link it just hides the preview of the page
