Weird copy/paste problem

Just started having this weird problem. When copy/pasting files it seems to want to paste 2 copies at once. For example I can copy a file and paste it into an empty folder and the file appears in the folder but then I immediately get the message "An item named “...” already exists in this location. Do you want to replace it with the one you’re moving?" So it's as if it pastes one copy and then is trying to paste a second copy with it. If I click "keep both" it does indeed paste 2 copies.

All I can offer is that it is not a common problem.
My 10.13.4 install behaves normally re: copy/paste.
