Anyone know where in the system settings to turn off this behavior?

Happens randomly when I click in a menu bar to slide a Preview window to one side of my desktop or another.

This machine runs Ventura, but I think it also does this on my up-to-date MBA in Sequoia. Used to be that window would just stay full size when I drug it anywhere. To perhaps note, I use a Magic Trackpad, not a mouse.

You are using Preview in "tab" view, where open documents appear in tabs. You are dragging a tab. Preview doesn't know whether you intend to simply move the tab to a new location in the tab order of the current window or whether you intend the dragged tab to appear in a new/different window. I imagine the thumbnail is used so it is easy for you see where you are drag and drop the tab.
 
Oooooo... Ok, I hadn't realized, and was able to hide the Tab bar. Hopefully that will sort it!
