There is no arrow that expands content of the particular folder.

a) Does this 'heal' if you double-click the folder to view the contents? If you restart Finder? *
I have notified that there are sometimes problems with the caching that finder does so that newly deposited files do not appear even though a terminal session shows that they are there. Noticed this since early Mac OS X almost 20 years ago, although has been less noticeable for me lately. In the past, I would sometimes need to exit the Downloads folder, or restart Finder, to see a newly downloaded file in that folder. Not sure if has been fixed, but I do not recall the last time I observed this (reported) behavior in Finder.

b) If the folder is not readable then you would not see the '>' but the icon should also have a minus.

* On Big Sur, you and restart Finder process by holding down the option key and clicking Finder icon in the Dock.

Note on nebojsak's image, beginning with "starsi n battledress" there is no ">" to the left of the folder icons, and these folders are presumably not all empty.

Tried all that with no luck :/

The odd thing is there is physical space for the arrow.

Did you, by any chance, select any option other than ‘None’ in the ‘Group By’ setting in the Show View Options panel? That is one reason why this would happen. Selecting anything other than ‘None” takes away the disclosure triangles. This has always been the standard behavior in macOS.

Right click inside the Finder (no item selected) > Show view options > Group By

Ha, you're genius! This is it. I really didn't know that.

Now I wonder how come it never happened to me to accidentally click that, in 20 years of using mostly list view in MacOS.

I'm glad this helped you get the issue resolved!
I guess not many people use that panel to tweak their Finder settings, so it seems this behavior has mostly gone unnoticed.
I can't remember how I got to know about this myself to be honest. Probably from a similar forum post.
