Weird Internet Issue

I hope this is the right place for this...

I'm currently on an ADSL 16mb connection and I can download torrents reliably at over 1.2mb/s. For the majority of the day until the late evening, I can also download files at these speeds. However, around 9pm or so, my download speeds drop to 100kb/s. Keep in mind that at this very same time, I can still download at 1.2mb/s. I can also watch a Youtube video at 1080p, and yet my download speeds are ridiculously slow.

I have tried WIFI and ethernet, I have tried multiple devices, multiple DNS servers, different download sites, what have you. I even changed the cables and wires themselves. Nothing has alleviated the issue. Does anyone have any idea what this could be from? I want to say network congestion but then again, streaming, web browsing, and torrents are not affected? Like..what.

Interestingly enough, Speedtest.net reliably tells me I'm ~12mb mirroring my torrent download speeds whereas http://speedof.me, seems to mirror my download speeds, which is to say at night it says I'm on a 900kb/s connection.

Anyone have any idea as to what's going on or how to fix it? My internet company thinks it's a wiring issue in my house which well, I may not know much about this, but I feel like there's no way in heck it's that.

As its time of day based it does sound like it might be a local capacity issue, everyone is coming online at the same time so clogging up the pipes. I have never heard of a wiring issue only appearing at a certain time of the day

How do you measure your download speeds, yet have a markedly different speed when you actually download something?
Yet, it sounds like your actual net experience is not slowing down at all (?)

Do you think that torrent downloads are affecting your connection?
Ask your internet supplier if they throttle torrent downloads at certain times of the day.
But, I would then expect your connection to be throttled, and not just torrent download speeds.

Try turning OFF your torrents, maybe even uninstalling your torrent software, so it is not interfering with your internet in any way. Forget torrents for a few days as a test to see if you have dramatic improvement, especially in the late evening.

Torrents aren't affecting anything at all. I am only downloading torrents as a way to test my internet speed, after about a few minutes of downloading to make sure of the speed I delete the file and close the program.

What usually ends up happening is I'll download an app for instance at night. It usually should take...under a minute. I realize it's going to take a good 20 minutes to download. So then I fire up speedtest which tells me I'm at 13mb... so then I go to the next step. I check speedof.me and it tells me I'm at 1mb. ThEN I check the torrent speed which shows the download speed is at 1.3mb. Then I just shake my head and say what the hay.

I'm assuming that is on their end? All the QoS settings on my router are disabled. Is there anyway to subvert this?

enable QoS on your end. Won't hurt.
Also, speed is not uniform, e.g can depend on your destination's connection/load.
