not sure what this is for, but it just has never and always for location options.

The apple springboard one...

Hmm, the springboard is literally the home screen where all the icons are. I can't think of any service/app that would ask for your location on that screen unless Spotlight is considered part of springboard.

Ok, so just to get it straight, this is for sure an apple thing? Don't want to give my location to some random person...

Yes, don't worry. You can try resetting all settings to see if it goes away.

The SpringBoard is basically the home screen.

Normally, this should not appear. Mine does not show it. But year, I have Restrictions on, so no more new request or location services changes.
