I just upgraded from a 64GB 8 Plus to a 64gb XS Max. I restored from backup. Same number of photos on each. Same number of videos. Same OS. I actually didn't download as much music on the XS Max as I did on the 8 Plus. Yet somehow I had 17 free GBs of space on my old phone and less than 1 GB on my new phone. Why would this be?

Save space on your device
iCloud Photos keeps all of your photos and videos in their original, high-resolution version. You can save space on your device when you turn on Optimize Storage.

On your iPhone, iPad, or iPod touch:

  1. Tap Settings > [your name] > iCloud.
  2. Tap Photos.
  3. Choose Optimize [device] Storage.

Any chance that those were 17 GB of purgeable space or some data was on the cloud? Btw what are iCloud Photo Library settings?
