I don't know when this behaviour started with iOS 10, but it looks like the horizontal scrolling in the Music app has taken on the unusual physics of the App Switcher.

For some reason when you tap, scrolling doesn't stop immediately. This results in frustrating multiple taps just to get to where you want to go.

I was finally able to replicate this behaviour for a video.

I get that often in the app switcher. I wouldn't call it weird scrolling physics (that would mean the scrolling itself would be weird.) It's more of a weird tapping a target when something is in a slide view scroll.
 
Everywhere else in iOS when you tap while scrolling, it stops. That's why I'm calling it weird.
 
The app switcher sucks now. Jesus apple. If u have Parkinson's, ur only way is to reduce motion, rendering ur entire upgrade useless since u cant use any of the cool messages features added to ios 10
