Pre-updating to El Capitan, I had a bug on the top line of my MBP that allowed me to find and use various font characters and symbols, e.g., the superscript o that follows a temperature reading showing degrees. It was "replaced" by an American flag symbol that opens Keyboard Preferences. I really want the ability to peruse and select symbols, etc., back on my screen.

How can I do that?

System Preferences -> Keyboard, check "Show Keyboard, Emoji and Symbol Viewers in menu Bar". If I understood your question correctly :D
