My goal is to set a focus mode (work) that runs from 8am - 5pm and shows all notifications from outlook/teams during that time and silences them outside that time window. In order for this to work, should it be enabled 24/7 or only during the 8am-5pm window? Either way, it's not working as expected, it's not disabling notifications at 5.

Either way, it doesn't seem to work, I get notifications whether the rule is on or off.

when you are not in your work focus, it should switch to your default notification mode, which may also include your outlook notifications.
one option would be to activate a new focus at 5pm that specifically excludes notifications you don’t want.

Agree - you cannot use Focus to control events outside of the schedule.
 
You need to have 2 focuses. One for work whitch will activate at 8am to 5pm and one for personal which will activate for the rest of the day. Then you simply silence all work notifications on your personal focus.
 
Ditto what others have said re need a non-work Focus to silence non-work stuff.

Or... been a long time, but doesn't Outlook/Exchange have Do Not Disturb settings? Can setup a DnD for outside of work hours. And seem to recall that there is the work hours/week settings (eg. what days and from/to hours).

IIRC, seem to remember reading somewhere that the iOS Outlook app got the DnD setting option in it at some point.
