what app is this?

I am trying to find this app that does this, does anybody know? It seems to capture a still photo but creates a motion. I thought it might be motion stills app but it doesn't seem to work that way. Please help, many thanks

no it's not a live photo, look at the way the water moves as if the it's being edited to look like a ocean. Also the guy is perfectly still as a photograph.

It's Plotagraph. Great app. You use it with a still photograph to create motion. You can then save it as an animated gif of a video.
