It appears to be some kind of graphics error. The Mini is not known to develop graphics problems like older MacBook Pros and some iMacs. I would guess it could be the cable you're using to attach your monitor to the Mini. Change out the cable to check.

IF you have a macbook, you could network and share screen
were you use the macbook as a screen from the mini
this way you can detect and see what the mini displays.
