Look around tigerdirect.com or tigerdirect.ca. They are having some awesome sales on various sizes and various resolutions. You should be able to get a good 20" for less that $200(USD).
EDIT: I suggest that you put your location in your profile because many people default to either the US or the place they are from. It would reduce confusion when you ask questions about purchasing things.
