What do I do if my iPhone is disabled and is also iCloud locked with some other person's account?

Ask the previous owner to remove the device from their Find my iPhone account.
If they are unable or unwilling to comply this may be a stolen device.

For security reasons there is no way (other than physically replacing the chip on the logic board) to bypass or disable the Activation Lock
