I do research on the media & telecom industries and I want to set up a simple portal with a country-by-country page detailing basic data, links, news, commentary. I'd also like to incorporate a message board or an "answers" type feature.

I'm not experienced in web development, other than having made a few basic html sites way back when and playing around with iWeb.

What sort of web authoring package or content management system would allow a person like me to get such a site up and runnning quickly?
 
i would highly reccomend buying hosting that comes with CPANEL where possible as it has a great feature called fantastico which lets you install a cms at a clikc of a button.

the cms i will reccomend is the ried and tested, PHPNUKE, it has everything you want and can be integrated with phpbb (a type of forum) easily.
