What do non ios10 users (ios9, etc) and android users see when I send animations (stickers, tapbacks, emojis, effects, handwritten messages) from my iPhone with ios10?

MMS messages, pretty much. If I recall some of the things, like handwritten messages and the drawings, are just static images to the receivers. Other things like gifs from the iMessage images app are animated as expected. Stickers just go as pictures too, they won't overlay on messages as you might intend.

Ok cool, thanks. Good to know. All those stickers and handwritten things pretty much get sent as an image

That's pretty much the short version, yep. Text effects and screen effects are lost completely
